Grants Truman State University's board of governors authority to offer baccalaureate and graduate degree programs with coordinating board approval

Repeals section 174.324, which previously limited Missouri Western State University and Missouri Southern State University to offering only master's degrees in accounting

Retains existing provisions preventing Missouri State University from seeking land grant or research designations held by Lincoln University and University of Missouri, and from duplicating professional programs (medical, dental, law, etc.)
