Prohibits children's services fund boards in charter counties with more than 950,000 inhabitants from transferring funds generated under sections 210.860 or 67.1775 to the state or to the county itself

Applies specifically to St. Louis County based on the population threshold of charter counties exceeding 950,000 residents

Amends section 210.861, RSMo, which governs the administration and expenditure of community children's services funds

Maintains all existing provisions regarding the nine-member board of directors appointment, three-year terms, and allowable services the fund may purchase
