Adds "juvenile delinquency prevention programs" as a new authorized expenditure category for community children's services fund revenues

Existing authorized services include temporary shelter (up to 30 days) for abused/neglected/runaway youth, outpatient chemical dependency and psychiatric treatment, crisis intervention, and professional counseling services

Counties or cities that have already approved the children's services tax levy must obtain new voter approval to add this service, following the same approval process as the original levy

Funds remain prohibited from being used for inpatient medical, psychiatric, chemical dependency services, or transportation services
