State must reimburse counties 100% of imprisonment expenses for felony defendants, covering both pre-conviction costs (from the date charges are filed) and post-conviction costs

State must reimburse counties 100% of electronic monitoring costs for individuals charged with or convicted of felony offenses

Counties remain responsible for paying imprisonment expenses for misdemeanor offenses, including costs before sentencing and after conviction

When defendants sentenced to county jail for felonies cannot pay costs, the state pays and may seek reimbursement from the defendant; for misdemeanors, the county pays and may seek reimbursement

Amends RSMo sections 221.160 and 550.030 to shift felony-related incarceration costs from counties to the state
