Authorizes the Missouri Department of Natural Resources to acquire property through purchase, gift, donation, devise, or bequest for establishing the "Historic Kinloch State Park" in a fourth-class city with 285-320 inhabitants located in a charter county with more than 950,000 inhabitants

Creates the "Historic Kinloch State Park Fund" in the state treasury to receive appropriations, gifts, donations, devises, and bequests for the park

Fund moneys do not revert to general revenue at the end of the biennium and remain dedicated solely to administration of the state park

Division of State Parks may use fund moneys for property acquisition, maintenance, preservation, and improvement of the park, subject to appropriations

State treasurer serves as custodian of the fund and shall invest moneys consistent with other state fund investments, with interest credited back to the fund
