Eliminates the grant program that prioritized communities demonstrating the most need and allowed services at homes, refugee resettlement centers, community centers, and schools

Repeals Section 161.227, which required adult basic education programs to include English language services for nonnative speakers

Removes requirements for local entities to coordinate with community organizations, migrant worker groups, refugee resettlement programs, churches, and schools to promote English language services

Eliminates authorization for family and home-based English language curriculum programs designed to enhance fluency for all family members
