Reauthorizes the Veteran's Survivors Grant program, which provides higher education financial aid to spouses and children of military members who died or were injured in combat after September 11, 2001

Extends the program's expiration date to August 28, 2020, with automatic sunset twelve years after any future reauthorization

Grants cover actual tuition at Missouri public institutions (capped at University of Missouri-Columbia rates), up to $2,000 per semester for room and board, and up to $500 per semester for books

Coordinating Board for Higher Education may award up to 25 grants annually to eligible survivors who maintain at least a 2.5 GPA

Includes an emergency clause for immediate effect upon passage due to the importance of providing educational assistance to military families
