Requires the Secretary of State to publish emergency rules on the official state website and email notifications to persons registered through the administrative rules notification system, in addition to publishing in the Missouri Register

Changes the effective date trigger for emergency rules from 10 days after filing with the Secretary of State to 10 days after the Secretary completes the required publication and notification requirements

Extends fiscal note requirements to emergency rules, requiring agencies to file fiscal impact estimates for both proposed rules and emergency rules that would cost more than $500 in aggregate to government entities or private businesses

Amends RSMo sections 536.025, 536.200, and 536.205 governing emergency rulemaking procedures in Missouri
