Licensed firearms dealers must withhold delivery of handguns for at least 24 hours after a purchase application is made and after receiving the purchaser's background check

The 24-hour waiting period does not apply to sales made to law enforcement officers acting in their official duties when the seller knows the buyer is a law enforcement officer

"Application" is defined as the point when buyer and seller reach an agreement to purchase a firearm

Violations of the new waiting period requirement constitute a class A misdemeanor

The bill reduces the penalty for transferring firearms to prohibited persons from a class D felony to a class E felony, with an effective date of January 1, 2017
