Amends Section 311.179, RSMo to allow licensed establishments at international airports in charter counties with over 950,000 inhabitants (St. Louis County) to sell intoxicating liquor starting at 4 a.m., including on Sundays

Permits patrons to leave licensed establishments with alcoholic beverages and carry them into other designated airport areas, but prohibits taking alcohol outside those areas or onto airplanes

Requires all airport licensees to serve alcoholic beverages in containers displaying the licensee's trade name, logo, or other unique identifying mark

Changes regulatory oversight reference from "supervisor of liquor control" to "supervisor of alcohol and tobacco control"

Maintains the existing $300 annual fee for the special permit in addition to standard license fees
