Grants the Missouri Public Service Commission new jurisdiction over rates, financing, and accounting of nonprofit sewer and water companies, reversing previous law that excluded commission oversight in these areas

Removes Public Service Commission jurisdiction over construction, maintenance, operation, service, and management of nonprofit water and sewer companies, leaving those functions under Department of Natural Resources oversight

Requires nonprofit sewer and water companies to obtain waivers from all affected political subdivisions before receiving construction or operating permits in areas where municipal, county, or public district water/sewer systems already operate

Requires waivers for permits in locations where connection to existing water or wastewater systems is mandated by municipal or county ordinance

Authorizes the Public Service Commission to approve reorganizations of any existing nonprofit water or sewer company currently regulated by the commission
