Creates the "Missouri-Kansas Border Economic Incentives Alliance Act" (or "Kansas Jobs Recruitment Act" if related section 135.1670 expires)

Defines Kansas border counties as Douglas, Johnson, Miami, and Wyandotte Counties

Defines Missouri border counties using population-based criteria for charter counties (600,000-700,000 inhabitants) and various first classification counties

Authorizes Missouri to create economic incentives to relocate jobs from Kansas border counties to Missouri border counties if existing interstate cooperation provisions become ineffective

Available incentives include economic development project financing (sections 100.700-100.850), tax credits (sections 135.100-135.258), funding under section 620.1023, and retention of state withholding taxes (sections 620.2000-620.2020)
