Amends Section 67.410, RSMo, governing municipal and county ordinances for abatement of public nuisances related to buildings and structures

Changes notice requirements to allow mail service requiring recipient signature (not just certified mail) and replaces service by publication with service by posting when personal service or mail fails

Requires hearings before nuisance orders are issued except in emergencies, removing the previous trigger of owner failure to commence or continue remediation work

Allows building commissioners to certify abatement costs directly and gives collecting officials the option to add costs to the annual real estate tax bill rather than only issuing special tax bills

Specifies that unpaid certified costs become delinquent tax bills subject to collection under existing delinquent and back tax laws
