Allows the district to impose taxes or fees upon approval by a majority of qualified voters within the district to provide matching funds for I-70 projects

Prohibits tolls from being charged on Interstate 70 by the district, the Department of Transportation, or any other agency, and grants district projects priority over other state projects for federal funding purposes
