Creates the Missouri Rural Broadband Development Fund in the state treasury to develop broadband internet access in rural areas, defined as all counties except first classification charter counties and cities not within a county

Establishes a 3-5 member committee within the Department of Economic Development to review and award broadband infrastructure development grants, with applications submitted only through regional planning commissions

Limits individual grants to $150,000 maximum, with no more than two grants per region annually across the state's 19 regional planning commission areas

Provides matching funds at a 3:1 ratio (state to local) for groups operating two or more years, and 1:1 ratio for groups operating less than two years

Disqualifies groups with operating budgets exceeding $250,000 or those whose regions include areas outside Missouri
