Establishes individual contribution limits per election: $20,000 for statewide offices (governor, lieutenant governor, secretary of state, treasurer, auditor, attorney general); $10,000 for state senator; $5,000 for state representative; and $5,000-$20,000 for other offices based on district population

Sets higher contribution limits for political party committees: $200,000 for statewide offices, $100,000 for state senator, $50,000 for state representative, and 10 times the individual limit for other offices (with 50% limits for unopposed primary candidates)

Requires 501(c)(4) organizations making electioneering expenditures or committee contributions to file quarterly disclosure reports with the Missouri Ethics Commission, including donor information for donations over $1,000

Mandates 48-hour disclosure reports when 501(c)(4) organizations exceed $5,000 in electioneering expenditures or committee contributions, including donor details for those giving over $5,000 in the previous 12 months

Contribution limits will be adjusted for inflation every two years starting January 1, 2017, based on the cumulative consumer price index; contributions from children under 14 are attributed to their parents or guardians
