Prohibits political subdivisions from removing elected officials from governing bodies except through voter recall elections

Allows political subdivisions to remove elected officials convicted of any felony, or misdemeanors involving election fraud, misuse of government office, or misappropriation of government funds

Requires election officials to verify candidate qualifications before they assume office; after taking office, ineligibility claims require incontrovertible proof of intentional fraud or deceit by the official

Does not supersede or modify existing state statutory requirements for electing or removing elected officials
