Requires the board of election commissioners in charter counties with more than 950,000 inhabitants to establish seven subdistricts for electing school board directors in qualifying school districts

Subdistrict boundaries must be drawn within 60 days after August 28, 2016, and within six months after each decennial census, with populations balanced within 1% of each other

Board members must reside in their subdistrict for one year prior to election and forfeit their office if they move out of the subdistrict

Existing at-large board members retain their seats until term expiration, with subdistrict-based elections phased in starting with the lowest-numbered subdistricts at the first general municipal election after August 28, 2016

If the board of election commissioners cannot agree on boundaries, the county governing body acts as an apportionment commission to draw them within 60 days, without veto authority by the county executive
