Requires Missouri law enforcement to expeditiously transport fugitives or persons with outstanding warrants directly to the jurisdiction that wants them, rather than holding them locally, when that jurisdiction is within 30 miles

Prohibits transporting such persons to a local holding cell if they have no pending charges in the arresting jurisdiction and are wanted by a nearby jurisdiction within 30 miles

When a holding jurisdiction also has charges against the person, they must notify other jurisdictions (in order of nearest distance within 30 miles) of the person's impending release so those jurisdictions can retrieve them

Allows the holding jurisdiction to transport the person to the wanting jurisdiction if retrieval does not occur within 4 hours of notification

Convicted persons may be charged $1 per mile and $25 per hour for transportation costs, taxed as court costs and remitted to the transporting jurisdiction
