Missouri Department of Higher Education would consider creating a "Pay Forward, Pay Back" pilot program to replace tuition and fees at select public higher education institutions

Eligible Missouri residents could enroll without paying upfront tuition or fees, instead signing binding contracts to pay a percentage of their annual adjusted gross income after graduation for a specified number of years

If the department determines the pilot is warranted, a formal proposal must be submitted to the 2018 regular session of the General Assembly for approval

Contract terms (payment percentage and duration) may vary by institution based on total education cost, state funding portion, and research findings

An immediate funding source must be established for the first 15-20 years, along with a revolving fund to collect graduate payments
