Local election authorities receive non-binding registration recommendations and retain full power to verify eligibility, decline registrations, and remove ineligible voters

Potential registrants must be sent notice with a paid postcard to decline registration; if not returned within one month, the individual is added to voter rolls

Automatic registration supplements existing registration methods and does not replace or invalidate other ways to register

Implementation is contingent on appropriation of funds, with effective date of August 28, 2016
