Authorizes the State of Missouri (through the Department of Economic Development and Office of Administration) and other public bodies to appropriate funds for land clearance projects involving tourism infrastructure facilities

Defines "tourism infrastructure facilities" to include convention centers, sports and entertainment venues, exhibition halls, transportation facilities, cultural facilities, field houses, recreational centers, playing fields, and parking facilities owned by public bodies

Limits annual appropriations to a portion of tax revenues derived directly or indirectly from the designated land clearance project areas

Caps the annual state appropriation at $6 million per year for any single agreement

Requires that any agreement must be determined to produce a positive net fiscal impact for the state over the term of the agreement
