Establishes the Missouri Family Leave Program providing up to 6 weeks of wage replacement benefits for employees who take time off to care for a family member with a serious health condition or to bond with a minor child within one year of birth, foster care placement, or adoption

Benefits equal one-seventh of the employee's weekly unemployment benefit amount per full day of leave, with a 7-day waiting period before benefits begin and a maximum of 6 weeks of benefits within any 12-month period

Family members covered include children, parents, grandparents, grandchildren, siblings, spouses, domestic/civil union partners, and household members; "serious health condition" includes inpatient care, continuing medical treatment, and services for victims of stalking, domestic violence, abuse, or trafficking

Prohibits employers from discharging or discriminating against employees for applying for or receiving benefits, with violators liable for lost wages, damages, interest, liquidated damages, and attorneys' fees

Funded through an additional surcharge of 0.08% added to employer unemployment insurance contribution rates, with the Department of Labor and Industrial Relations administering the program
