Amends Section 32.087 RSMo to expand the scope of local sales tax exemptions on vehicle titling from only non-Missouri dealer purchases to purchases from any source, including licensed Missouri dealers

Local jurisdictions that voted to repeal local sales tax on titling of motor vehicles, trailers, boats, and outboard motors purchased from non-Missouri dealers would now have that repeal apply to all such purchases regardless of source

Affects jurisdictions that either approved the ballot question to discontinue local sales tax on vehicle titling, failed to hold the required election by November 2016, or subsequently voted to repeal the tax through petition-driven ballot measures

Creates uniform treatment of local sales tax on vehicle titling within jurisdictions that opted out, eliminating the distinction between Missouri dealer and non-dealer purchases
