Adds 34 new sections to Chapter 320 RSMo establishing electrical safety standards for residential docks (50 amperes or less) and commercial marinas/boatyards (51+ amperes), incorporating requirements from the 2011 National Electrical Code

Requires all service and feeder equipment to be located adjacent to but not on floating structures, within 6 feet of the dock ramp, with disconnecting means positioned 42 inches above finished grade

Mandates GFCI (ground fault circuit interrupter) protection for all circuits on docks, with the main overcurrent protective device limited to 100 mA ground fault protection for commercial facilities

Specifies wiring methods including liquid tight flexible conduit, extra-hard usage portable power cables rated for wet locations and sunlight resistance, and requires all electrical connections be at least 36 inches above deck surfaces

Establishes grounding requirements using insulated copper conductors (green or green with yellow stripes), and includes demand factor tables for calculating electrical loads based on number of shore power receptacles at marinas
