Political subdivisions, districts, and state agencies are prohibited from spending general revenue or state appropriations on security measures or infrastructure modifications for presidential candidate visits within one year of a presidential election unless costs are reimbursed through a written contract with the campaign or party committee.

Redistribution of existing resources for presidential candidate security is permitted, as is federal-state cooperation using resources customarily deployed for large events.

A presidential candidate's name shall be removed from the general or primary election ballot if their campaign or party substantially breaches a reimbursement contract.

Enforcement of these requirements is suspended during the 12 weeks before a presidential election and may be stayed if a cost dispute is pending in court.
