Creates the "Freight Corridor Fund" in the state treasury to expand traffic capacity on roads designated by the Secretary of Transportation as part of the primary freight network

Funds the account with appropriations from the state road fund equal to revenue generated by 2 cents of the motor fuel tax on diesel fuel (per section 142.803)

Director of the Department of Transportation administers the fund; state treasurer serves as custodian and may approve disbursements

Remaining fund balances at the end of each biennium do not revert to the general revenue fund

Interest and earnings from fund investments are credited back to the Freight Corridor Fund
