Mandates the annual report to the general assembly include a comprehensive budget published on the department website, a table of changes in federal education laws and regulations, and an organizational chart with job positions, responsibilities, and funding sources

Creates a misdemeanor penalty for state board members, officers, or employees who willfully neglect duties or violate chapter provisions, punishable by a fine up to $5,000 or up to one year in county jail

Removes the state board's duty to continuously assemble information on public school condition and management, while adding requirements for accurate and documented testimony to legislators upon request
