Creates the "Municipalities Financial Recovery Act" (Section 71.990) allowing the governor to declare a fiscal emergency when a municipality is insolvent, projected to be insolvent within 180 days, or unable to provide vital services

Defines "vital and necessary services" as police, fire, ambulance, water supply, wastewater, refuse collection, snow removal, and debt obligation payments

Grants the governor authority during fiscal emergencies to collect municipal funds, obtain emergency financial aid, enter contracts, and exercise powers of local officials to ensure vital services continue

Prohibits the governor from unilaterally levying taxes, interfering with debt obligation liens, impairing existing bonds or contracts, or pledging the state's full faith and credit

Establishes the "Municipality Fiscal Emergency Loan Fund" in the state treasury to provide emergency loans to municipalities in fiscal distress, subject to General Assembly appropriation
