Urges Congress to end all current and prohibit any future interference by the U.S. Department of Education regarding state decisions on academic content standards

Calls for repeal of compulsory federal legislation that interferes with Missouri's authority over educational standards through civil threats, sanctions, criminal penalties, or loss of federal funding

Requests prohibition of federal programs that incentivize states to adopt certain academic standards or require specific education legislation to maintain federal funding

Asserts that education is not an enumerated power in the U.S. Constitution and is therefore reserved to states under the Tenth Amendment

Directs the Chief Clerk to send copies to the President, President of the Senate, Speaker of the House, and all Missouri Congressional delegation members
