Proposes a constitutional amendment to Article XIII, Section 3 of the Missouri Constitution to be submitted to voters at the November 2016 general election or a special election called by the governor

Adds language making compensation schedules set by the Missouri Citizens' Commission on Compensation for Elected Officials "subject to appropriations" before taking effect

Covers compensation (salary, mileage allowances, per diem expenses) for elected state officials, members of the general assembly, and judges (except municipal judges)

Maintains the existing commission structure with members selected randomly from congressional districts by the Secretary of State, one retired judge appointed by the Supreme Court, and 12 members appointed by the governor with Senate consent

Retains requirement that commission hold at least four public hearings at different locations before filing compensation schedules, which take effect unless disapproved by two-thirds vote of the general assembly
