Proposes a constitutional amendment to be placed on the November 2016 general election ballot or a special election called by the governor

Repeals Section 41 of Article IV of the Missouri Constitution, which currently grants the Conservation Commission authority to acquire property by purchase, gift, eminent domain, or other means

Removes language from Section 43(a) that specifically authorizes using conservation sales tax revenue for "purchase or other acquisition of property"

Retains the existing 1/8 of one percent conservation sales tax and 1/8 of one percent use tax for wildlife, fish, game, and forestry management purposes

Conservation Commission would still be funded for control, management, restoration, conservation, and regulation of natural resources, but without constitutional authority to acquire land
