Proposes a constitutional amendment to Article III of the Missouri Constitution, adding Section 29(a), to be submitted to voters at the November 2016 general election or a special election called by the governor

Establishes that laws passed by the General Assembly (except appropriation acts) take effect 90 days after adjournment of the session in which they were enacted

Allows the General Assembly to make legislation effective earlier than 90 days by a two-thirds vote of members elected to each house, with the earlier effective date stated in the bill's preamble or body

Permits the General Assembly, if it recesses for 30 days or more, to prescribe by joint resolution that previously passed laws not yet effective shall take effect 90 days from the beginning of the recess
