Proposes a constitutional amendment to Article III of the Missouri Constitution, adding Section 29(a), to be submitted to voters at the November 2016 general election or a special election

Establishes that laws passed by the general assembly (except appropriation acts) shall not take effect until 90 days after the adjournment of the legislative session

Allows the general assembly to pass legislation effective earlier than the 90-day waiting period if a two-thirds vote of members elected to each house approve, with the intent expressed in the bill's preamble or body

Permits the general assembly, if it recesses for 30 days or more, to prescribe by joint resolution that previously passed but not-yet-effective laws take effect 90 days from the beginning of the recess
