Proposes a constitutional amendment to Article X, Section 22 of the Missouri Constitution, to be submitted to voters at the November 2016 general election or a special election called by the governor

Requires majority voter approval in a county before any redevelopment plan (such as tax increment financing) can be authorized by counties or other political subdivisions

Exempts redevelopment plans authorized before the amendment's approval from the new voter requirement

Requires voter approval for any modifications, amendments, or expansions to existing redevelopment plans

Retains existing constitutional provisions prohibiting local governments from levying new taxes or increasing existing tax rates without voter approval
