Proposes a constitutional amendment to create a 15-member "Downsizing State Government Commission" to identify cost savings and improve government efficiency across taxing jurisdictions, municipalities, counties, school districts, and state agencies

Commission members appointed for four-year terms: 5 by the governor (no more than 3 from one party), 3 by senate president pro tem, 2 by senate minority leader, 3 by house speaker, and 2 by house minority floor leader

Geographic distribution required: no more than 3 members from the same congressional district, and every congressional district must have at least one representative

Commission must meet monthly, hold at least 2 meetings in each congressional district during its term, and deliver a detailed cost-savings plan to the General Assembly within 2 years of appointment

Commission disbands upon legislative adoption of its plan or after 4 years, whichever comes first, then reforms within 60 days after each decennial census population report
