Would be submitted to Missouri voters at the November 2016 general election or a special election called by the governor

Existing redevelopment plans authorized before the amendment's approval would be grandfathered and exempt from the voter approval requirement

Modifications, amendments, or expansions of existing redevelopment plans would trigger the new voter approval requirement

Maintains existing constitutional provisions prohibiting local governments from levying unauthorized taxes or increasing current tax levies without voter approval
