Creates the Missouri Qualified Solid Biomass Fuel Producer Incentive Fund, administered by the Department of Agriculture, to provide monthly grants to eligible in-state biomass fuel producers that are at least 51% owned by agricultural or forestry producers

Grants are calculated at $20 per ton for the first 30,000 tons and $5 per ton for the next 30,000 tons of processed solid biomass engineered fiber fuel produced annually, with production exceeding 60,000 tons or not used for Missouri power generation excluded

Eligible producers may receive grants for up to 60 months total, with extensions available if full funding was not received due to lack of appropriations

Processed solid biomass engineered fiber fuel must be derived from Missouri raw biomass feedstocks, combine two or more independent feedstocks, and have a heat value of at least 8,500 British Thermal Units per pound on a dry matter basis

Producers must post a bond not exceeding the estimated maximum monthly grant amount, and the program expires on August 28, 2026
