Redefines athletic trainers as "health care professionals" rather than simply "persons," and expands their scope to treat "individuals" rather than just "athletes," allowing them to provide preventative health services, clinical evaluation, diagnosis, emergency care, and rehabilitation under physician direction

Removes Missouri residency requirements for licensure applicants and creates a new 6-month temporary license option for athletic trainers already licensed in other states

Establishes that athletic trainers may initiate treatment for new injuries or illnesses with a prescription or referral from an approved health care provider, or with endorsement from a directing physician

Adds loss of Board of Certification, Inc. certification as grounds for license discipline, and increases the penalty for violations from a class C to class B misdemeanor

Restructures the Missouri Athletic Trainer Advisory Committee to include five members: three licensed athletic trainers, one physician, one public member, and one board member, with 6-year terms
