Adds a new exemption allowing physicians to refer patients to physical therapy entities where they have a financial interest, provided the entity complies with federal physician self-referral limitations under 42 U.S.C. Section 1395nn (the federal Stark Law)

Maintains existing prohibition on physician referrals to physical therapy entities where the physician, their employer, or immediate family members have ownership interests or receive compensation

Preserves current exemptions for rural areas where the entity is the sole provider, publicly traded securities with less than 5% ownership, fair market value landlord-tenant relationships, and bona fide debt arrangements

Continues exemptions for referrals within health maintenance organizations and hospitals that own physical therapy services, provided the physician has no separate financial interest

Removes outdated effective date language referencing January 1, 1995
