Allows political subdivisions and special districts in charter counties with 198,000-199,200 inhabitants to designate the county clerk as responsible for overseeing candidate filing in nonpartisan elections

Requires the county clerk to assume filing oversight responsibility when designated by the election authority or political subdivision

Mandates legal notice be published in two newspapers of different political faith within the election area, or in one newspaper if only one exists, or in two newspapers serving the area if none are published locally

Requires notice to be published twice: once in the second week before the election and once within one week prior to the election
