Department of Public Safety required to establish the "Intervention and Compliance Unit Pilot Program" (ICU Pilot Program) in St. Louis City to address rising serious violent crime rates in neighborhoods

Program goals include reducing violent crime through police-community collaboration, developing evidence-based early detection procedures, creating recidivism policies, establishing crime data collection methods, and improving mental and social service programs

Intervention unit membership includes representatives from St. Louis Metropolitan Police, city prosecutors, local courts, Department of Social Services, local government, civic organizations, schools, and probation/parole offices

Creates the "Intervention and Compliance Unit Pilot Program Fund" in the state treasury to receive appropriations, gifts, and transfers dedicated solely to the program, with unused funds carrying over between bienniums

Program automatically sunsets six years after effective date unless reauthorized; if reauthorized, sunsets twelve years after reauthorization date
