Missouri would join the National Popular Vote Interstate Compact, agreeing to award its electoral votes to the presidential candidate who wins the national popular vote across all 50 states and D.C.

The compact only takes effect when states possessing a combined majority of electoral votes (270+) have enacted the agreement, checked annually on July 20.

Member states must finalize their popular vote counts at least 6 days before the Electoral College meets and share official results with other member states within 24 hours.

States may withdraw from the compact, but withdrawals within 6 months of a presidential term ending do not take effect until the next president is sworn in.

In the event of a tie in the national popular vote, each member state would award its electoral votes to whichever candidate won that individual state's popular vote.
