Prohibits online service providers contracted with Missouri state education agencies from engaging in targeted advertising based on student data, selling or renting student information, or creating student profiles for non-educational purposes

Requires providers to implement reasonable security procedures to protect student data and delete student information within a reasonable time period upon request from a state agency

Limits disclosure of protected student information to specific purposes including fulfilling contractual obligations, legal compliance, judicial proceedings, parent/student requests, and state-approved research

Permits providers to use aggregate (non-identifiable) data for improving services, demonstrating product effectiveness, and making educational content recommendations not influenced by third-party payments

Preserves law enforcement authority to obtain information through legal channels and allows students/parents to download and maintain their own protected information
