Patrol officers may only use out-of-state towing companies during declared state or federal emergencies, or when the vehicle owner/driver specifically requests one

Tow trucks arriving at accident scenes without being called by law enforcement, the vehicle owner, or their authorized agent are prohibited from towing the vehicle, with penalties escalating from class D misdemeanor (first offense) to class A misdemeanor (second) to class D felony (third or subsequent)

Towing companies must be open minimum 8 hours per day between 7:00 a.m. and 7:00 p.m. Monday through Friday for customers or insurance adjusters to view or retrieve items from vehicles at no additional fee

Towing companies must notify vehicle owners of their vehicle's location within 24 hours of being contacted, post rate sheets at their place of business, and maintain at least $500,000 in liability insurance per incident

Vehicles towed under these sections must remain in Missouri unless the owner or their agent authorizes out-of-state transport
