Amends Section 67.410, RSMo regarding public nuisance abatement ordinances for cities, towns, villages, and counties in Missouri

Changes notice requirements to allow mail service requiring recipient signature and return receipt (replacing certified mail specification), and substitutes posting for publication when personal service or mail service fails

Requires a full hearing with at least 10 days' written notice before ordering demolition or repair, except in emergencies (previously hearings were required only upon failure to commence work)

Allows collecting officials to add nuisance abatement costs to the annual real estate tax bill as an alternative to issuing a special tax bill, with delinquent bills collected under existing delinquent/back tax procedures

Maintains existing penalty provisions: fines up to $1,000 for owner-occupants or up to $2,000 for non-resident property owners, with possible imprisonment
