Amends Missouri Section 572.010 to add a new definition of "fantasy contest" as any fantasy or simulated game where participants may pay entry fees and win cash prizes based on accumulated statistical results of individual athlete performances

Excludes fantasy contests from the definition of "gambling" under Missouri law, meaning participants are not considered to be engaging in illegal gambling activity

Excludes offering and operating fantasy contests from the definition of "advancing gambling activity," protecting contest operators from criminal liability

Requires qualifying fantasy contests to meet specific criteria: prizes must be disclosed in advance, outcomes must reflect participant skill, and winning cannot be based solely on a single team's score or single athlete's performance in one event

Repeals conflicting versions of Section 572.010 from both SB 491 (97th General Assembly) and the 1992 Proposition A referendum to consolidate gambling definitions into one statute
