Requires all teachers, staff, school counselors, administrators, and coaches to complete concussion training, with documentation stored centrally and accessible to the school board

Expands return-to-play requirements so that athletes removed for suspected concussion must receive physical symptom assessment plus neurocognitive, neuromotor, and balance testing before receiving written clearance from a health care provider

Amends the state brain injury registry to require reporting whether injuries were sustained in athletic events or practices
