Creates the "Foster Care Bill of Rights" as section 210.564 of Missouri law, requiring the children's division to provide age-appropriate orientation to school-aged foster children and foster parents

Requires posting of the bill of rights in all children's division offices, residential care facilities, child placing agencies, and online

Establishes placement priorities: first supporting return to original parents/guardians when appropriate, then placement with suitable relatives per section 210.565

Mandates development of both a permanency plan (immediate and long-term placement goals) and a case plan (medical and emotional needs) within 12 months of entering state custody

Guarantees support for sibling visitation, communication with parents and relatives when not prohibited, and allows children to attend hearings pertaining to their placement, custody, or care
