Creates alternative pathway for hospitals to obtain stroke center designation through Joint Commission or other approved certifying organization certification, with three levels: Level I (comprehensive), Level II (primary), and Level III (acute stroke-ready)

Exempts stroke centers designated through the alternative certification pathway from the department's mandatory five-year on-site reviews, though complaint investigations may still be conducted

Requires designated stroke centers to submit annual proof of certification, certification survey results within 30 days, and renewal applications every four years

Establishes three methods for hospitals to submit required STEMI and stroke center data: direct entry into state registry, downloading from nationally-recognized registries, or authorizing registries to share data with the department

Replaces the separate brain and spinal cord injury reporting registry with use of existing data sources including patient abstract data, trauma registry, and motor vehicle crash data for needs assessment purposes
